I haven't played Straya or even arma for that matter in the last 6 months or so but even I can see this wipe will be heavily cop sided. Rebels will eventually get over the starting hump but nobody wants to play on the losing team Personally I like the idea about locking level 3-5 srt for a week.

It is important that banks remain relavent on a life server and I understand it is hard to find that medium. From a rebel perspective: 1: B 2: C (This is a heavily debated topic but the fact of the matter is that there is just not enough money to go around for everyone considering the amount of people you need to actually do a bank successfully.) 3: C, E (Strider warfare) 4: B (Just no teller sniping spots.) 5: A (With one major choke point like Neri or Sydney bank. This is not a game breaking addition but would force cops to be more coordinated and use better communication.) Tbh you can't just assume that rebels are the problem with role play. On numerous occasions rebels have negotiated, and proceeded to leave just to be backstabbed by the cops at the last second. Unfortunately this never works out for the cops. If I'm not mistake, APD command is aware of this behaviour and I'd love to see a change in mindset from both parties to role play more.

Or at least shorten the animation?

That's why you assemble a team. Bank is not suppost to easy or fair for a solo player. Your mates should be protecting you whether it be in the streets or One87 style

Please elaborate more on what you want in/outside the bank? I feel as if it would heavily break immersion to have military towers and sandbags at a bank in the middle of Sydney. A vault in ladder room could work but think about the dependability compared to how hard it would be to attack. This would require for police to move a couple meters completely exposed whilst the person hitting teller is behind a solid wall ready to ingage at the right time. Sure the box is a little silly being wall bangable by any weapon but I feel as if it's more of a matter about utilising the surrounding building which ensure a higher rate of success. Remember that westpac and neri are suppose to create a difficult challenge for players making them think outside the box with new tactics. They are designed to incourage team work and something to do for gangs.
