Bad drug shipment positioning

A drug shipment spawns near the weed field, so that the KoS zone over laps with the weed field.

I think this is pretty bad as it means that there is little point in weed runs when the drug shipment is there because there are way more proccessed drugs, it is also hard to do a weed run if one lacks the ability to do the drug shipment yet
