Cops paying to impound

If a player has disconnected, When i cop impounds that players vehicle the cop gets charged for impounding their own vehicle

Steps To Reproduce:

Get a player to pull out their car then DC get a cop to impound that players Vehicle

I have tried and failed to replicate this before. I will add some debug logs for next update. When this happens again please DM me your log files.
