Yes, you have to emergency message the police in all situations, I would to be safe describe the situation to the police so the officers who are in area know they are definitely the ones being declared on but remember, If you declare on the cops in the area like I said above, you declare on the whole police force and answer your last sentence, no, you just need to make sure it is emergency messaged, all police will get it.
