I do believe that this is not the correct section to post this in, however try the following; Don't be afraid to say/shout/scream 10-17. Be more hard on everyone, don't act like a pushover. Get them moved out of the channel if they don't listen. Threaten punishments if they refuse to listen (gate duty and the likes). This has been proven to work 9 times out of 10. If they still don't, record and report.

Other than looking cool, I do believe cops have black weapons to help ease the job when moderators need to check logs in regard to rebels in city limits and what they got killed by. I'm not 100% against this but just remember why it is like that in the first place.

It's not the best of ideas to tell them you're going to combat log on them after you get restrained. If you let them go through with their arrest and report them through cop you're able to get compensation for whatever you lost. Breaking a rule to avoid other people breaking rules doesn't let you get out of it for free.

Killing someone in restraints

Yes, TFR is great and lots of people would be happy with it added but the sad reality is that, like you said, nobody wants to download a mod to be able to play. The only reason it hasn't been implemented is because the server will go from a nice 90 player per day to something around 30 to 40 people, if that.

If you can't be bothered clicking on the protocol, I can explain briefly. You may be promoted to the maximum rank of Sergeant without any civilian restrictions. There are restrictions in place if you play civilian at Senior Sergeant or above without leave, where you can't declare on cops or rob people and such. If you take leave you are able to perform those actions at Senior Sergeant and above. As much as I want to continue without the protocols, I do urge you to read them thoroughly.
