what is the reason for adding no balaclava to this rule

6.4 - The killing of an incapacitated person will be seen as RDM (Knocked out or restrained)

I can understand the cop side reason which is to keep the restrained and tazed people alive, but as for rebel side are you trying to say we cant get behind someone we are in dec with and knock him out and kill them, and if we have an uncompliant rebel ready to shoot we have to unrestrain him before shooting him
