AFAIK, right now they are only available on Altis Life, however, I'm sure one of the I&A devs can speak to the person who made the textures and have them put in if there is demand for it.

Yes, VIP levels are cumulative.

The problem is, the internet they are rolling out now can't even be considered 'Super Fast'. Half of the people who have it are too far away to see speeds over 15Mbps, and some get even worse speeds than they did on their previous ADSL or similar plans. They have probably done some super accurate survey to 80-year-olds to determine that people wouldn't use fast internet.
