I was in a situation yesterday where one of my rebal members was restrained by a police officer. I declared on the officer through the email system. I gave him 3 warnings over about a 10-15 minute period to either let him go or he would be shot. In the end he didn't so my team shot him. My question is do I need to send the email as emergency email so all police see the declaration or just to the individual officer? And if I do need to email all police do I need to include the officers name that life, has been threatened?
