Losing money when impounding vehicle

Need more info:

• What side does the vehicle belong to? (cop/civ/medic)
• Do you have keys to the vehicle?
• Is the player fully off the server or on a different faction?

Vehicle belong to civ.

No we don't have keys for the vehicle.

Yes the player is fully off.

I tested under the exact same circumstances and it didn't replicate. I'll need some more reports of this so I can see if there are any trends among them.
