Senior const and sergeants have put in the effort to get to that position and have displayed competency and are not just there for frags. That is just like saying that Qwerty is contracted just for frags rather than being a roleplay civilian contractor organization. And money wise most it is not entirely wrong as it has been shown that there are members of the APD that first for money/bounties. But that does not reflect on the whole of Senior Constables to Sergeants.
