What if rebels could buy breathing (contact DLC backpack) packs? Make them fairly cheap, like 20k (and negates teargas obviously). As it takes up the backpack slot it means that rebels would have to choose between reduced amounts of ammo/Y inventory space or be unable to be tear gassed? That would be fairly self balancing as gangs could get around it with enough preparation.
