Correct, It does not create a deceleration -  2.9.1 - Police are exempt from this rule when checking licenses or ticketing.

I Personally think checkpoint should be on the edge of City limits so you pass through the checkpoint to come in so it used a a way for cops to search and keep out rebels

I would recommend you just get Steam Mobile Authentication if you dont have it already. It will put you on a trade ban fro a couple of weeks but in the end its definitely worth it if you've got anything of value on your steam account like knifes, or coats.
