I think part of the issue of been over run by the amount of cops that log on so maybe the cap for max gang members could be risen for certain events such as fed you can have 20 if cops have atleast 15 on at time of initial robbery

If your referring to cop : To get promoted you have to prove that you are worthy of the next rank to a higher up. The best way to do this is through Role play as a Sergeant when i see Prob. Constable that has good role play that is a green flag that they need a promotion and im likely to recommend you. However if you make poor decisions and do bad Role play then you are like going to have to wait till it gets better. 

As for getting Promoted Its not and automatic thing it just something that happens once your off you 1 week trial status and have done your training. From then on your eligible for a promotion.

Ive have played many hours on FiveM the idea of a server is good however FiveM servers can crash alot and when they do they crash you game not just the server. Also the who interaction system is completely different form normal altis life. Finaly FiveM server can only hold 32 people max which is a big issue.
