Here my 2cents given that I haven't been too active as of late. Which I agree with you to an extent. Rebels groups from what I have seen so far are combat orientated. When not killing cops they generally would be fighting other rival rebel groups or fighting APD contractors. I personally do not know of role play between said rebels due to myself mostly playing cop. And I know between these downtimes you guys farm for cash to support these constant fights. Maybe a shift between cops and rebels for more roleplay which more hostages or weapons/drug smuggling in towns. Just a suggestion but they also do need an incentive to do them. The civs in town. Yes i do know what you mean by the rats constantly going around. I know this deters quite a bit of new players but I kind of feel the APD needs to sort that out. If you want to assault and rob people in town you are free to do so however not without punishment assuming you aren't RDMing. So maybe to combat this via police side is either more patrols and harsher punishments for Murder where you cannot apply for bail or possibility to fail escaping with the spoon or physically be doing something in prison to allow your timer in prison to start ticking Police now what can I really say. Quite more combat focused than what I remember similar to rebels to an extent. Yes we follow protocols and such but I do understand fellow officers when how frustrating some criminals will be making it every way possible to make your life difficult and being less fun overall. Never mind the abuse you will get or the ear screeching from them. I find this more reactionary compared to the other 2 factions based on their interactions. Because both rebels and civs have become more gung ho and blasting people due to this becoming fun. I would suggest going to physically taking people to prison and have a few guarding because it is laughable how often people break out of jail and never serve their full sentence. I have yet to see proper corruption between a cop and a rebel/civ but hey they might be doing it correct and not being found out. Server events will help create more role play along the server however that is up to the discretion of moderaters and admins. This also takes time to set up as well which can be fun given that it is planned properly. It all depends on what the server needs/wants to keep it interesting
