  1. These new changes will be in effect on 15/10/2017. Have a read on what is going to happen. The Altis Police Department has decided to implement Age Restrictions on those who wish to join. The Age Limit will be 15. This Age Limit will not be strict, we would like to give everyone a chance to play as a cop however will be making it more difficult for new applicants. If you are underaged and have applied for cop, you will have to undergo an interview with selected members of the Command Team and Academy before being whitelisted. This interview will be a judge of character and maturity. Anyone caught lying in their application will be blacklisted off cop for a month and will not be able to apply for 2 months. We would like everyone to be honest when applying. In addition, we are going to be a lot harsher on those who are immature or disruptive. This applies to players of all ages, not just those underaged. Every single cop represents the entire APD and by doing so you represent the server. If anyone does anything to defame the APD or the server, intentionally or not, they will be dealt with harshly. We currently have a zero tolerance for pub slots, anyone who doesn't follow simple instructions will be kicked off and possibly blacklisted until they appeal. If people are serious about cop they will do their best not to mess around and follow simple instructions. There is a high demand for cop, pubslots who take an excess amount of times getting on teamspeak or do not have teamspeak setup will be kicked to open up a slot for someone else.

    In the last couple weeks, the Command Team and the Staff members have dealt with issues that we don't want to deal with. Metagaming, Fail RP, RDM, etc are all minor issues that can easily resolved, but the issues that we had to deal with involved bullying, abuse, and the use of racial slurs. We've had members of this community in tears because of these people. This is completely unacceptable in cop and in the server and if we find out anyone who is bullying, abusing others, or using racial slurs, you will be removed from the APD and we will be seeking further punishment from the staff team. This community is home to a lot of people. Some people are involved in this community to escape from reality. Some people are underprivileged and are facing serious issues in real life. People play Cop on Altis Life to have fun and to get their mind occupied and distract them from personal issues. As a member of the APD, not only are you representing the APD but the community. People do not judge a server based on the civilian or medic population, they judge it based on the Police population. Every member of the APD should show respect to other members of the community and each other. Think about what you're going to say before saying it because you never know if it will affect anyone. This is a roleplay server, as a Police Officer you are expected to show respect and be professional, not swear at others while in game. What has been lacking in the APD is unity. We need to show more respect to one another instead of nitpicking and backstabbing everyone, trying to get each other disciplined for every small little issue. I don't have the exact numbers but we are averaging at about 3 disciplinary actions per day. Some of these were for minor issues. Minor protocol breaks, deal with it in person and talk about it like men instead of coming to one of us and wasting our times. Something like abuse, bullying is what we're concerned about. We have already been punishing players for reasons outside of cop but we are going to be making this clear to everyone. If you cannot be a respectable member of this community, you will have no part in the APD. Multiple people have been removed already and I don't want to see anymore. If anyone needs to speak to someone about a personal issue or anything, message Tinyy (Nigel), Sam01 (Anti Wingman), or myself on teamspeak. If we are free we will talk to you.

    Just my input on the whole situation. The current problem with banks right now is that there is a massive waste of time during transportation. We didn't have problems with Neri and Old Westpac because it was nearby. I support the flagpole idea and to balance it out, lower the time it takes to rob the money from the banks. This way, we don't waste time traveling to a bank to find out it's a tap and go, or to get completely slaughtered and lose morale from all that time wasted. Something that I would like to happen is making the high end weapons a lot more rare/expensive on both sides. Navids/Spmgs/M320s/Lynxs isn't something that you should be using for a Westpac/Brisbane but for the Federal Reserve to make it a high risk high reward situation. Something you wouldn't want to risk losing in a Westpac or Brisbane. With armoured vehicles, I'd like to see the rebels use ifrits more often, make them about the same price of Police Hunters. Have striders be expensive or hard to get on both sides, forcing people to stop using it for everyday use and only for Fed or something big.

    I am against enforcing roleplay in the protocols but the amount of complaints the Command Team has received about cops not knowing how to roleplay is ridiculous. There is going to be a new protocol about the use of Pat Downs. This new protocol is currently in effect, however Officers may only be disciplined for it after 12am, the 20th of September, 2017. You can find the protocols here: APD Protocols This is due to multiple officers failing to put in the effort when roleplaying and going straight into pat downs when processing. Processing is not meant to be rushed and is where Officers should put a lot of effort into. To properly process someone, unrestrain them and ask them to drop their gear. If they don't comply or try to run away, restrain them again and pat them down.

    If you had bought gear off a corrupt random cop who you never met or didn't know well it would have been fine. However, the person you bought the gear off was a former member of Somali Pirates and someone you knew. This person has also returned back to being a member of Somali Pirates after being removed from the APD. Due to the history you've had together, it would make this fall closer to metagaming due to a deal being made outside of roleplay than simply buying gear off a corrupt cop in roleplay. This appeal will be put in pending and will be discussed with other Command Team Members as well as administrators and above.
  14. Long Service Leave is intended to allow full time Officers to have a break without the risk of losing their rank or position within the APD. We hope that this will also balance out the server population and the civ to cop ratio instead of having an excess amount of cops online with equal or less amount of civilians. Full Time Officers will be allocated a set number of days at the end of each month based on their rank and position within the APD. All current full time officers will receive their set amount of days to start off, all future promotions and assignments to roles will have to wait until they have served at least 30 days in their rank or position. The set amount of days given are: Senior Sergeant and Police Division Members: 5 Days Inspector: 6 Days Superintendent and above: 7 Days You can use your days all in one go or anytime throughout the month. Example, you can take a day off in the first week and maybe a few days off in the last week of the month. The Rules while on Leave: Allowed to Partake in any Rebel activity excluding House Robberies Allowed to be a temporary member of a rebel gang Actions on Civ may have an impact on your status in the APD While on leave, you are allowed to play as a cop To elaborate on what actions might have an impact on your status in the APD. You are allowed to rob banks, kill cops, etc. What will not be tolerated is talking shit after wiping out the cops or coming into PD just to abuse cops or troll. A warning to everyone, if you are metagaming, exploiting, or giving gear to yourself or any other person you will be permanently blacklisted with little chance of appeal. Any information gained on cop will stay on cop and any information gained while on civ will stay on civ. If you would like to start going on leave, contact the leads of your department or anyone in the Senior Command Team. Anyone in Polair/Detective/SRT must request permission from their division Lead or 2IC.

    Have no problems with prices changing on rebel, but more concerned about what they do with them. If they come inside city limits and lose a strider, that's their own fault and we shouldn't be blamed for it.

    I don't know exactly what every had but I think we lost a hummingbird worth about 150k (not sure of the price). Standard loadout for a cop would be 75k multiply that by each cop killed. Jen probably lost minimum 200k. So I would say the losses are about the same. Bring striders at your own risk. I did talk to them about it but considering we lost the situation, what more do you want done from it? I want to make it more fair for rebels, I've been trying to but all this bitching and complaining without any decent argument to back it up is just stupid. All I'm reading and hearing is "cops are shit" "cops are bad" "cops are overpowered" and a lot of statements just contradicting each other. We brought out 6 navids for a bank and lost, don't see you complaining about how cops are overpowered when that happened.

    Cops vs Rebel is something that is very hard to balance. When the Malden update came out, Rebels were very overpowered compared to cops for the first few weeks. The cop population was dying, there were literally 70+ civs and barely 3 cops multiple times throughout the first week. Cops were literally using an mxc or worse against a minimum of 5 navids. Cops had some changes in protocols/escalation, minor changes in the shop and now we've come out on top. This statement is kind of contradicting. Cops have potential to be strong, yet are "shit". Would you rather if cops used their full potential and was dominant in every single situation? Cops running away is following the server rules, it's called value your life. I've been going hard on people and telling them not to pull out Hunter HMGs/RPGs/Ghosthawks when the number of cops is high. They should only be used as a last resort. The last fed I attended you guys had at least 5 striders, RPGs or Hunter HMGs weren't pulled out. The escalation graph is also under review to make it more fair. Dumb argument. Didn't you guys end up winning that situation even though you were outnumbered and overpowered? Why are you complaining.
  19. Over the next week, I will be having multiple discussions with high up cops and some of the lower ranking cops and coming with a final outcome for the cop meeting planned on the 20th. The plan is to almost completely remove restrictions on Cop as a civilian or rebel. What is being suggested is that any Officer up to rank Chief Superintendent is allowed to become a part of a rebel gang and partake in rebel activities. The same goes for members in SRT, Detectives, and high up in Polair. The only restriction would probably be that detectives under no circumstances are allowed to partake in the raiding of any house as a civilian to prevent metagaming. WIth this suggestion, I will also be having a chat to the Altis Life staff team about incurring harsh punishments for cops who are transferring gear over to civ. Nothing mentioned above is final, it's just an idea of what might happen. Discuss below or message me on teamspeak.

    An argument that has been made about allowing cops to play as a rebel is that it will balance the population and the civ to cop ratio. For example we had 15-25 cops and there were about equal amounts of civs. Most the cops that were playing were fully dedicated cops and were restricted to only playing cop. If we allowed some of the full time cops to play on rebel, there would be a better balance in the civ to cop ratio. Another idea that was brought up was a holiday. Around 5 or so days a month you can take a break off cop and do whatever you like. Going full time cop is a massive sacrifice and sometimes we need to have a break.

    I don't have anything against rebels coming into city limits and I think a lot of cops wouldn't mind. The only problem is there needs to be a restriction on what they can bring inside. Something like a 7.62 rifle is fine, but bringing a navid and a strider is a bit excessive.
  25. I'd like to start off by thanking everyone for congratulating me on my promotions to Commissioner. What will happen now is that I will be getting some input over ideas myself and other members of the community have come up with. Over the week and maybe next week, I will be conducting interviews with every police officer rank Sergeant or above. Which is one of the reasons why I'm against most of the training that was conducted before the reset. People would get promoted based on the completion of their training, rather than their performance. It's okay to get frustrated when someone else gets promoted before you, what's not okay is when you play an hour a week and expecting a promotion. Getting training is not required for a promotion, but it will definitely help. You can ask how to get a promotion, but don't try to ask for one or try to subtly ask for a promotion because it will not end well. I've delayed promotions because of this. Promotions from Prob. Constable to Senior Constable are pretty standard. Show that you know what you're doing and that you can be active and have a good attitude towards cop. Promotions to Sergeant and Senior Sergeant is a bit harder. You have to be a really good leader, shown to have a great attitude, and be able to roleplay or show your dedication and commitment to the APD. My suggestion to this would be joining any police division, Polair/SRT/Detective and be involved in the Police Academy. The Academy has unlimited slots, you just have to put in a little effort to become a member. Promotions to Inspector will be based on your dedication and efforts. An example is Smokey. Yes he's made some mistakes, yes he's done some bad things in the past. He has shown a lot of dedication to cop, most of which is behind the scenes. He's done most of the interviews himself and written up a document to tell others how to do them. Some things that will also be considered into promotions is your performance in hostile situations in terms of communications and situational awareness. Hopefully we can start having some weekly events and training sessions. There are some minor changes in this protocol and more might even be added. The purpose of updating the protocols is to give officers more discretion and freedom to do what they think is best. I've been on cop almost every day and what I've noticed is that some officers are afraid to take action, especially against trolls. It's okay to tase trolls without a warning, the new protocol is there to protect you incase some troll comes into PD nitpicking every small detail of the protocol and starts yelling "I'm going to IA/Helpdesk, you're meant to give 3 warnings before tasing me". The updated protocols is not in effect yet and hopefully it will be in effect by Sunday. Clarifying the ticket for "Entering PD with malicious intent" As stated in the home page, and the tickets. We spend too much time messing around in PD, most of it is dealing with civilians. If someone comes driving into PD ramming cars or helicopters, send them to jail for 5 minutes. No rights need to be read, no processing needs to be done. They don't need to be given multiple warnings, a ticket or anything because it's just a waste of our time when they don't want to roleplay. Now if someone comes into PD yelling random things, running around, being abusive. You can tase them, restrain them and give them one warning and tell them that if they come back into PD they'll be sent to jail. The other ticket for entering a restricted area (PD/FED) is only used if they've entered PD and haven't done anything wrong. Cop and Rebel Activities Currently, the highest rank you can go while playing in a Rebel/Cartel gang is Senior Constable. This is going to be increased to Sergeant and possibly even Senior Sergeant. To elaborate on what you can and cannot do (none of this is final and will be further discussed): Any rank up to Sergeant You can do whatever you want on civilian. Senior Sergeant to Inspector You may do rebel activities alone without any gang/cartel affiliation. This includes going to the KOS rebel shop. You may be part of a civilian gang and mess around in Sydney, but do note that any server rule you break you may be subject to disciplinary action. You may be part of a civilian contracting group that does not focus on providing security. Example, being part of a transportation company. Superintendent and above Full time cop, absolutely no rebel activity. You are pretty much an off-duty cop on civ. Detectives/SRT Absolutely no rebel activity allowed. Reason being, these roles main job is to prevent rebel activities and they may have access to highly sensitive information and we want to prevent metagaming as much as possible.
