    I brought it out because there was a blackfish flying above PD, I shot once and had another missile in case it came back. I didn't see three civilians, I only saw one from my perspective and I went to stop a civilian who is lockpicking a strider within 50 meters of a safezone so you shouldn't have gotten the launcher and the strider in the first place.
  3. With the new update being released, there's going to be a lot of changes with how the APD operates on a global scale as well as changes in the Protocols to accommodate for these changes. I'll go through the main changes in more details below but these are the main changes: Police Arsenal Training and Promotions Sydney LAC and Highway Patrol Civilian Contractors Police Arsenal: The first thing that some of you might notice is that Weapons and Gear at all ranks has been changed. Most of you would have lost access to a fair bit of weapons/gear. One of the main reasons for this change is to force people to start using tasers/knockdowns on General Duties instead of going on Patrol with lethals and causing a massive issue. To balance this a bit, Sergeants and above may hand out weapons to those who deserve it and may authorised Constables/Senior Constables to hand out their weapons to lower ranks. Gear is no longer rank specific with the exception of S.R.T. exclusive gear and anything above 7.62. This means that you may be rewarded with a weapon up to 7.62 based on your performance. However anyone found abusing this privilege may be demoted without warning. On Patrol, all Officers are required to have a non-lethal primary weapon. They may have a lethal stored in their backpack, but preferably their vehicle. All Officers are to show great care for their vehicle, keep it locked at all times and have an eye on it. Anyone who loses their vehicle will be disciplined and anyone who loses gear due to their vehicle being stolen may be given further disciplinary action. With how the shop is placed and the main entrance is blocked, Officers are required to have their gear ready to respond to banks in the vehicle with the exception to members in S.R.T. and Inspectors and above. We do not need to take minutes gearing up for a bank and having our response very delayed due to it. The new shop placement, now in the open instead of backed against the wall: http://i.imgur.com/MSuyD80.jpg Training and Promotions: Over the week I have received numerous reports on Officers who are not following proper procedures when processing, not reading rights, and not roleplaying to their fullest extent. To give examples, some Officers have been taking facial recognitions of those who have their helmets or masks on. Reports on people who have not been valuing the lives of hostages and multiple reports on police not properly declaring or shooting without a declaration. Furthermore, there's been too many unnecessary chatter and arguments happening on teamspeak. Deal with it in private or don't have an argument at all. To clarify: Lights and Sirens is not a declaration. Spike strips is not a declaration. Shooting at their tires is initiating a declaration but you cannot shoot them unless they shoot first. Running away, stealing a car is not a declaration. You do not need to declare to shoot someone who is posing a threat (discharging their firearm) You do not need to declare to shoot rebels inside city limits, however they may shoot back. You need to declare to shoot rebels outside city limits. More will be listed during Training. In the absence of Mitch, @Nigel Gluesniff and @Milkdud will be taking over training until he returns. As of today, the 23rd of June, 2017, training will be compulsory to get a promotion from Probationary Constable to Constables. Down the line training will be compulsory for all ranks. You can find the training database here where you can see if you've got your training ticked off. Sergeants and above may train up to Senior Constables. Chief Inspector may train Sergeants and Senior Sergeants. Training team members may train up to one rank below them. Probationary Constables are required to play a week before being eligible for a promotion. During their first week, they are not allowed to use a lethal weapon unless authorised by a Senior Sergeant or above. After the week, if they have their escalation training ticked off, they may have a lethal in their backpack or vehicle, but not as their primary weapon. Officers up to Senior Constable may be temporarily demoted down to Probationary Constable without warning to do their training if a member of the Senior Command Team or a training team member comes to a conclusion that you are not competent enough as an Officer. Sydney LAC and Highway Patrol With the changes on the server with more content on the other side of Altis, we need a larger presence on a global scale. Over the last few days I've approved for multiple Sergeant promotions in hopes of getting more Sergeants to step up and become Commanding Officers in Sydney LAC and on Highway Patrol. The CO of Sydney LAC outranks the Highway Patrol CO regardless of their GD rank. When there are 8 Officers online and at least two Sergeants, that is when Officers should start distributing themselves equally among Sydney LAC and Highway Patrol. The Sydney PD has had a massive change with clear gates which defines what is considered Public and Private. Beyond these gates in the screenshots below are considered private, anything outside including the Parking Lot is considered Public. The vehicle shop and garage has also been moved. There are 3 individual processing rooms that comes with two chairs on each side of desk with a camera on the table. Example, if you're not on Highway Patrol or S.R.T., do not use those skins. COs for Sydney and Highway Patrol are encouraged to follow the patrol routes in the screenshot provided below. Some Patrol Routes may overlap but this is general what Patrol units should be doing. If there's not enough Officers online to fill up all the roles, then the CO may modify the routes. If Officers on Highway Patrol spot a rebel or any drug trafficking activity, they are to request backup and report to S.R.T. instead of taking on the rebels themselves. To verify that they are civilian contractors, verify their licenses. However for now, they can simultaneously own civilian contractor license with rebel and cartel licences. Until that is fixed, all civilian contractors who have rebel or cartel licenses are not considered civilian contractors. This does not mean you can charge them for their rebel gear straight off unless they have been doing malicious activities with them. Give them a warning, grab their ID, and next time you see them they better not have rebel or cartel licenses. The list of gear that we can sell to Civilian Contractor is in the works, only Senior Sergeant and above at this time may authorise the selling of any weapons. Until the full list is out, the only weapons we can sell are Spar-16 and MXM with ammo but without any attachments. Any questions or discussions about this post, please message myself or reply below.

    Snipers used to have access to the cyrus and Mar 10 but that was removed due to the fact that the players in the sniper roles aren't using lynx's or m320s. Why take up a very limited spot (2 public + 1 whitelisted slot I believe) when you can use the cyrus and Mar 10 in other slots?

    There seems to be a problem in the last few days between GD Officers and SRT Officers. I've been a direct witness to a few of them and have been told some of these issues. There's been a divide between the two departments of the APD which is not needed at, especially at this time when the APD and the server is currently rebuilding. I've spoken to Officers on both side and I'm going to speak to more to get an idea of what's going on and what works best with them. If anyone has any input on the matter, message me directly on forums or preferably teamspeak. Now to the problem, from what I gathered. People believe that SRT think that they're better than GD units and that they're too "good" to process people. What led to this was SRT officers dropping people off at PD for GD units to process. SRT are not better than GD units in terms of status and position within the APD. However, they are better than GD units in terms of combat skills and GD units should listen to instructions given by them during combat situations because they're the guys who know what to do. If SRT makes a bad call then leave it at that. They learn from it and it's part of the game. You win some you lose some. I'll describe a few situations. There's been a miscommunication between GD and SRT about a transportation of a rebel in restraints. SRT was asked by GD to transport a rebel to PD and they did. Once they've dropped the rebel at PD, the processing officers were asking what to charge the guy for and nobody answered. SRT was blamed for dropping a guy off and leaving SRT to process without telling them what were his crimes. Another situation occurred at Checkpoint 1 where SRT was conducting operations. They told GD units to leave and not to shoot at the strider they weren't in declaration with. The GD unit shot the strider and got an SRT Officer killed. The players involved in this situation dealt with it in a civil fashion. Finally, when the CO decided to go on a mass foot patrol. The members of Command Team included myself ordered them to return to PD for partnering so we can do General Duties properly. Someone thought it was a smart idea to make a comment saying something along the lines of "Nice of SRT to ruin our roleplay moment". Comments like those aren't needed when it's not their fault. SRT's job is to prevent global rebel activity and from what I've seen they've been doing a great job at that. They are an integral part of the APD like GD. Without them, rebels could roam free and do drug runs and get away with heavy firepower. This little fight with each other needs to stop immediately. If you have a problem, instead of having an argument with each other, come find me and we'll figure out a solution or talk to each department about it in a civil manner. Warnings have been handed out and more will come and will have an impact on your chance for promotions. TL;DR GD and SRT needs to stop fighting with each other and start working together. Come to me if you have a problem.

    I don't know where you're getting this from but gear is very much rank specific plus they're not allowed suppressors anymore and there's going to be changes coming soon that will enforce it even more. Cops are meant to give multiple warnings before tasing someone and this includes in a foot pursuit. If you see someone tasing without warning then report it. I'm online on teamspeak most of the day and even if I'm afk just send over a message. Even without evidence is fine and I'll handle them. Like above, just report them. We can't monitor cops 24/7.

  12. Police Divisions are coming back. S.R.T. is currently open and members are being decided on, Detectives (changed from Intel), and Polair will be back up soon. In the meantime, the Command Team will be incharge of these divisions until we see a member fit to take on the role. Changes are still happening to divisions, this thread is not final. Special Response Team S.R.T. is currently being led by Rhys Beckett. Roles such as Sharpshooter will be brought back into S.R.T. and S.R.T. levels for trials and officers will be worked on. The role of the Special Response Team is to backup General Duties officers to combat against rebels, respond to banks, and conduct house raids until Detectives (Intel) is back up. S.R.T. will have strict guidelines and any breach of protocol will result in an instant removal from the team. S.R.T. have the authority to use Suppressors and respond to situations alone where General Duties officers must have a minimum of 2 officers in their vehicle. The S.R.T. levels for officers: Trial Officer: Level 2 S.R.T. Officer: Level 3 S.R.T. Sharpshooter: Level 4 S.R.T. Their role involves gathering intelligence of rebel activity and storage of illegal gear and equipment, going undercover and interrogating high value targets. To become a Detective, officers must have a very high level of roleplay. Detectives are to make a weekly report to show what they've been doing and to keep the command team updated. Detectives are to work with General Duties officers and S.R.T. officers at all times. The S.R.T. levels for Detectives: Trial Detective: Level 1 (but with strict guidelines) Detective: Level 1 Lead Detective: Level 2 You may find the applications here: https://strayagaming.com.au/forums/forum/551-detective-applications/ Polair Polair officers have priority on using helicopters and are the only officers who are allowed to go as Polair while on General Duties or to provide air support during combat situations. In the event that a Polair officer is not online, the Commanding Officer may grant permission to use a helicopter for transportation purposes only. When a federal reserve is getting robbed, Polair officers are to be pulling out helicopters and getting ready to mass transport officers to Melbourne. The roles of each Polair Rank: Trial Polair: New pilots, they are allowed to fly a hummingbird as a copilot with a Senior Polair as pilot. May have a passenger on the benches. Polair: Standard pilots, they are only allowed to fly a hummingbird with one passenger. Senior Polair: The best pilots of the APD. They are allowed to fly a hellcat and train Trial Polair officers. Have the authorisation to go on Detective or S.R.T. operations. Polair Leads: Are allowed to fly a blackfish and train any Polair officers. In charge of evaluation the skill of each pilot.     If cops have sucked it up, more cops will leave, then that means there's no westpac, neri, or fed to rob or negotiations to do because there's not enough cops on and then the rebels will leave and the server will get shut down.

    I don't see a problem with cops having cheap gear/weapons. It's relative to how much money they earn periodically and how much money they earn from doing their jobs, i.e. impounds, tickets, and arrests. Sure you they get a nice bounty that's worth more than a million, but that's a rare occurrence and only one cop out of 15 or so online gets that money. Civilians who are doing runs makes a lot more money than cops do and if they choose to spend 300k on gear/weapons then that's on them. Don't complain about cops having cheap gear/weapons if all they do is try to kill cops whether it be for their gear or for the sake of killing cops.

    Point of calling SRT is to drive rebels out of Sydney. If the rebels want to start killing people or near the outskirts of Sydney, there needs to be something to protect Sydney. What's the point of complaining about SRT when you just come in Sydney to kill people? If you wanna PvP just go play wasteland or a PvP altis life server. Also ghosthawks and speedboat miniguns are getting removed and even if it wasn't it's not used in every single SRT and there's still an escalation graph we have to follow. Why complain about cops ability to roleplay when rebels just blatantly bait cops to come outside city limits just to kill them. Where's the roleplay in that?

    I haven't played enough as a civilian or a rebel so my opinions might be wrong. From my time in the server, the majority of combat situations involving large groups happens between cops and rebels. There have been a few, but I haven't seen many rebel vs rebel. This KOS zone gun store could work similar with how cops defends bank, but instead it's rebels defending their "bank". The gunstore should act similar to a gang hideout where you have to take control of it before using it. When the capturing is initiated, it should send a global alert to all factions, as well as another global alert when it has been fully captured. It should also require a minimum (preferably 60 players) to be online before being active. There should be no atm/houses within a large radius around the store so people will risk a lot going in and out. As for the "roleplay" excuse. I honestly think that this will improve roleplay. Rebels are always fighting cops. Introducing the gun store will create more conflict between rebels and cartels rather than having rebels vs cops all the time. The gunstore could also work in a similar fashion as how cartels deal with drug fields where they tax people use it. Just a quick roleplay scenario (these scenarios are completely fictitious and is not meant to insult any gang): Another scenario from a Cartel's perspective Just to summarise my suggestions: Minimum 60 players Global alert when initiating the capturing of the area. Global alert when fully captured the area. No houses/atm within a large radius from the store. These suggestions won't make getting guns easier. It's a high risk, high reward. This will also put less stress on the cops having to go against everyone else in the server and will create more rebel vs rebel/cartel scenarios. There's one important question that needs to be answered: Are the police allowed to interfere with the blackmarket?

    Where are you getting this information from? How can you say cops are never open to roleplay when that's the majority of what they do? Cops mainly roleplay and they roleplay more than anyone who plays as a civilian. It's the civilians/rebels who aren't interested in roleplay. Just now Neri went off and the rebels wanted to negotiate, an officer arrived on scene by helicopter and they shot him up immediately. The officer then sent a message saying if they want to try again but the rebels refused. Another scenario where cops tried to roleplay but was failed due to civilians.
