    Currently GD stays within city limits for a variety of reasons, primary ones that I am aware of are because centralizing the active cop force increases the safety of the officers, many police officers are simply not trusted to drive at high speeds safely and because outside of city limits you are more likely to encounter rebels with more high end equipment, hence why usually only divisions go outside city limits. Highway in its current/previous state was (as far as I've heard) used by many officers to simply get out and do their own thing on the map, not constrained by the bounds of GD or any of the police divisions. there were also a lack of procedures/training (that I am aware of) regarding traffic pursuits being employed by the officers electing to go on highway patrol, which overall led to higher officer fatalities and a reduction in the overall effectiveness in the police force. By turning highway patrol into an actual department, it will hopefully prevent officers from using it to simply travel across the map as they please and cause highway patrol to become an effective means of law enforcement and allow it to integrate more effectively with the rest of the police force.

    In answer to the police one, it is most likely because a different police division was taking care of the incident, general duty officers are usually not allowed past pc1 for their own safety. I personally would love to help civilians out more when they are in trouble, but when 90% of them just troll it makes it a little difficult

    Everyone is entitled to their opinion and the forums are where people should come to share it, that is what people need to remember first and foremost when they come here. It doesn't matter how silly, unnecessary or unbalanced someone's suggestion might seem to you, they are still a member of the community and have a right to voice their opinion/concerns etc. that being said, this doesn't give you a licence to post whatever you want, posts should be productive and relevant to the communities interests. Even then, if you have something valid to say, it is critical you convey it in a matter that is neutral to all parties and encourages further dialogue of a positive nature, far too many people are prepared to make posts that are either unfounded, vitriolic, are not conducive to further debate or provide no avenue of recourse.

    I think there should definitely be some advantage for the defending gang such as defending the area and maybe even having the ability to use placeables before the fight or booby traps. For suggestions on how it plays out, maybe the defenders have to protect the gang leader and the attackers need to assassinate the current leader and get their own leader into the hq to capture it.
