3 pointsTo whom it may concern, @Milkdud @Anti-Wingman @Mitch @Augnov @Matthew On the 8th of December, 2017, the Royal Commission into Police Misconduct and Corruption will be officially opened at 9:00 AM Sydney Time. This Commission is set to run for two months, ending on the 8th of February 2018, Close of Business (5:30 PM). This Commission may be shortened upon release of its final report or extended if the situation requires. Due to the current lack of Attorney General, I Jack Fire, Director of Public Prosecutions, shall be opening this Royal Commission. This Commission is being opened after numerous reports of misconduct by high ranks in the police force and after review of disciplinary actions taken against officers within the force. This Royal Commission shall be led by Commissioner Stalker, with three other Commissioners, The Honourable Nevetos, TH3GamingBanana and The Honourable A. Steinz also taking on responsibilities. Further Deputy Commissioners may be appointed at a later date Positions may become open to the public to assist this Commission as a "Royal Commission Member," reviewing evidence and the like. The Commission will be split into 3 major divisions: Police Misconduct Police Corruption Police Disciplinary Misconduct (Primarily in the way of overzealous punishments) Forms will be made available to those who wish to submit any reports into any of the above categories or anything which they feel must be disclosed. These forms will be open to Police, Paramedics and the general public. All respondents will have the option of opting to remain anonymous to the public (a name is required so the Commissioners can confirm your story). These forms will become available at a later date. The Commissioners shall have the power to summon persons to the commission for questioning, to hear reports in private or in public, to subpoena any documents relevant to the Commission and to hold organizations or persons in contempt and issue fines or prison sentences for such contempt. At the conclusion of the Commission and throughout the Commission at the discretion of the Commissioners, reports will be released in regards to the findings of the Commission and any suggestions for the future. The effect of illegitimate Police Disciplinary Actions Police Corruption The existence of police corruption at all levels of the Australian Federal Police Particularly that of corruption within the command team and cabinet The effect of corruption on the police force Whether the findings in regards to part 1.1, 1.2 or 1.3 are due to; The existence of a particular culture The potential rewards for misconduct The lack of disciplinary action taken on a group The Effectiveness of current mechanisms to reduce breaches in regards to 1.1, 1.2 and 1.3 as well as redress those who suffer as a result of such actions The Australian Federal Police Disciplinary Committee The Discipline and Blacklist Appeals Team The Courts The Federal Prosecution Service The adequacy of; Current Legislation External bodies to moderate the Australian Federal Police The Limits on the Abilities of the Australian Federal Police Self Regulations applied by the Australian Federal Police Possible implementation of further oversight and mechanisms to reduce the possibility of future wrongdoings in relation to parts 1.1, 1.2 and 1.3, including but not limited too; A full legislative and executive government such as that set out the Consitution fo Australian Altis Internal Affairs A Civilian-Based Police Integrity Commission Formally produced disciplinary regulations as well as regulations binding on the conduct of disciplinary committees An oversight committee on police disciplinary actions An organisation to review and create statistics in regards to disciplinary action on officers. The ability for officers to access their own disciplinary records Anything which the Commissioners feel is required to be investigated in the name of due diligence after finding out information in the course of running the Commission 2. The Commission Must Report all Relevant Findings to Appropriate Authorities Due to the matter of investigation, there shall be no requirement to report anything to the Australian Federal Police's internal mechanisms for discipline. The Commission shall be required to forward issues which, in their opinion warrant criminal proceedings, to the Director of Public Prosecutions If the Australian Federal Police attempt to unduly influence the Federal Prosecution Service, all criminal proceedings may be pursued by those appointed by the Attorney General or in his stead, the Commissioner of this Commission See Section 3 for details in regards to disciplinary actions 3. If the Commission Finds a Disciplinary Action to by Unjust, Unfair or Wrong by Any Other Means They May; Notify the individual of the possibility of appeal Report the Commissions Opinion to the Australian Federal Police, with the suggestion to revoke or reduce the disciplinary punishment. Suggest an action be wiped from an officers record Refer a complainant to the Administrative Appeal Tribunal on all grounds listed under the "Altis Judicial Guidelines" as well as if the punishment was unjust or incorrect compared to previous actions. (This increases the scope of the power of the Administrative Appeals Tribunal) Refer the Disciplinary Actioners to the Director of Public Prosecutions Provide Legal Support to those who require it to fight the disciplinary action in court 4. The Production of Reports The Commission is to produce a public report on the misconduct of officers within the Australian Federal Police The Commission is to produce a public report on disciplinary actions within the police force and any misconduct or failure of any disciplinary mechanisms within the Australian Federal Police The Commission is to produce a public report on corruption within the Australian Police Force The Commission is to produce minor reports on any significant situation which occurs and how to better deal with it in the future. (At the discretion of the Commissioners) The Commission is to produce a final report on the improvement of mechanisms, statutes, and moderators in regards to the content of reports 4.1, 4.2 and 4.3 as well as a summary of the content of reports 4.1, 4.2 and 4.3 The Commission may produce other private and public reports at their own discretion. All such reports are required by March 2018 if not before 5. Tenure of the Commission The Commission shall be active between 9:00 8/12/2017 (Sydney Time) until 17:30 8/2/2017 (Sydney Time) unless an extension is granted The Attorney General may close the commission sooner at their own discretion If the Commissioner is under the impression the Attorney General is under undue influence due to another party when closing The Commission or when considering an extension of tenure, the Commissioner may refuse to close the Commission and may also grant their own extension Any attempt to influence a Commissioner or the Attorney General in regards to the tenure of this commission is a criminal offence, punishable by up to 20 years imprisonment and/or a $1,000,000 fine (Increased to $25,000,000 if they are a representative of an organization) The Commissioner and the Deputy Commissioners (Referred to as "The Commissioners") may only be dismissed by the Attorney General due to misconduct in the investigation. Such a dismissal shall be challengable in the Administrative Appeals Tribunal. The Attorney General may appoint a Commissioner is none already exists The Attorney General may appoint Deputy Commissioners. The Commissioner may appoint members of the commission to carry out duties however such members do not hold the full powers of a Commissioner as set out by the "Altis Judicial Guidelines" 6. Handling of Top Secret Documents The Commission may only subpoena documents regarded as "top secret" as a matter of necessity The Necessity of such subpoenas may be judged by the Commissioner and his or her proxy (must be a Deputy Commissioner). Such a judgment is unappealable. The overclassification of documents in attempt to cover up corruption or misconduct is a criminal offense, punishable by 30 years in prison and/or a $1,500,000 fine Top Secret documents shall be held in a separate secure area to which "members" have no access Top Secret documents may be declassified if the Commission is satisfied the documents pose no threat to the national security of Australian Altis or any current police operations. This is appealable but only on the grounds that the judgment of the Commission is incorrect. Evidence must be submitted to stay the release of the documents within 24 hours of the initial request or such an appeal is voided. Using such an appeal purely to delay the release may result in the court holding the Australian Federal Police and its legal counsel in contempt of the court. Any Top Secret document may be declassified by the Administrative Appeals Tribunal in a Freedom of Information hearing. 7. These Terms of Reference may be expanded at any time by the Attorney General providing that 2 days notice is given for such

0 pointsName: Victor Hawk Callsign: [Z45E] Date of Disciplinary Action: 6/12/2017 What Disciplinary Action was placed against you: Blacklist & Suspension Who were you Disciplined by: Never was stated, just referred to as "The Highest of Command" Reason for Disciplinary Action against you: Being involved in an incident that I had little to non involvement with, the video can be found linked below. https://www.youtube.com/watch?v=lrkd75t5NoA&feature=youtu.be Why the appeal should be accepted: To begin with, I feel as though the disciplinary action that was taken against me was unnecessary, this incident took place on the 3rd of December which marked the first day of me playing as a public slot police officer and not knowing how to handle situations and not being 100% serious to the fact that I was learning the ropes and still am of the APD. At this time where the evidence was captured, Reddit and I where left to man the PD by ourselves while an event was taking place as I logged in too late and was unable to attend, (Officer seen at start was AFK while I was there). This caused PD to be a big target and which the public slot and I where overwhelmed and startled by the 4+ men that attempted to barge through the PD. During this, neither of the 4 individuals that entered the PD where attempting to take a serious manner of the situation and I believe where merely there just for the "Shits and gigs" to get a good laugh at the public slots and there attempts to detain them, that were left at PD. Yes, what reddit did was completely immature and uncalled for at the start of the evidence, there is no way for him to defend himself as it's there in the video what he was committing was completely uncalled for. You need keep in mind I was completely unaware of what was happening in the processing room and I was simply just trying to man the gates out front and stop their friends from getting in. When the other restrained individual was moved out of PD, you can clearly here me state that i'm removing the civ from his hand cuffs in an entirely different fashion then the way "Reddit" handled the situation here. During the video you can also here the civs talking in comms about how, the situations "So funny" and where laughing in game and entirely having a joke about it and you can completely see was OOC, I only believe they wanted to take action against the PD was just for some quick cash. Although moving the other restrained civ around to commit the act was completely immature and out of character due to the fact that nobody was really at PD and thought it would be funny to **** around, This is the main reason why I did so, You can see the the when it was occurring nobody was really distressed about the situation and wasn't going to take it to help desk etc. as they clearly didn't care. In my eyes these guys had no intention of role-playing and where just being blatant trolls. I immensely regret when I turned the civ around, but didn't think much of it at the time and didn't expect this to come back and bite me on the ass, even after all that occurred in the video you can still here me continue my role-play and duty of a Cop near the end. After these incidents took place on the 3rd, I continued to play up until the 6th, which consisted of a solid 3 days role-playing my duties as a police officer, I'm not sure as of what Reddit intentions where in the APD as I never saw him after my first day, But I was there to stay in PD and to further apply for my Prob. Constable position in which I did. I later passed my interview on the 6th aswell, after I received my commendations from higher ups for my outstanding behavior on duty. I feel as though I should be given a second chance at the PD as I didn't know any better on my first day and if not clear already I'm not just a simple troll in the police force trying to piss people off, and that I genuinely wish to have my position granted back to me.

0 pointsHonestly i think the extra week is a very reasonable and fair punishment. When told to use tasers rifles for a week we expect people to follow those orders, it is basic discipline and breaking given orders is showing how capable you are at following orders. The extra week will stand, This means ONLY taser rifles on GD The only exception Is if a FED gets robbed and as soon as it is over you must hand the weapon in to the commanding officer. Failure to follow these simple instructions will result in more harsh punishments but i hope what i have said will get the message through. Everybody has had to go through the 1 week taser period and the same or even worse punishment gets passed out when they do not obey.
